Responsibilities Serve a contract assignment under InfoTech's headcount, full‑time second to serve the Hongkong Post; Implement and support mission‑critical IT systems of Hongkong Post; Oversee and control the progress of all phases of computer projects including feasibility/technical study, system analysis and design, programming and implementation; Handle initial information system requests, perform assessment of the resources requirements and propose solutions and implementation approach; Establish relationships with business users and promote the adoption of IT to meet business requirements and corporate goals; Perform manpower planning, resources deployment, and career development planning for a pool of IT professionals; Yrs of Total Post-Quali Exp 11.0 Yrs of Relevant Exp 3.0 Qualifications Solid hands‑on experience in implementing and maintaining large‑scale computer systems for counter operation, logistics services, postal services, or similar businesses; At least three years’ solid working experience in implementing and maintaining online e‑services with complicated business logics and multiple system interfaces for serving the general public, customers, suppliers, business partners and/or employees; Proficient in one or more of the following areas and must be in a leading role: PRINCE Project Management, Web Application Development; Good interpersonal and influencing skills in managing multiple stakeholders to adopt IT solution effectively to meet business and operational targets; Good oral/written communication skills in both Chinese and English and interpersonal skills; Diligent, with initiative, good analytical and problem‑solving abilities. Technical Skills At least 8 years’ experience in IT Application Development and Management (ADM); At least 3 years’ experience in Oracle RDBMS (ODB); At least 3 years’ experience in UNIX (UNX); At least 3 years’ experience in Web Programming (WEB); At least 3 years’ experience in Wireless and Mobile (WLM); 3 years’ experience in PRINCE (PRE) is an advantage. Non‑technical Skills At least 3 years’ experience in work with the Government (GOV); At least 3 years’ experience in Government procurement/disposal procedures (GPD); At least 3 years’ experience in the management and support of Government systems and services (GSS); At least 3 years’ experience in project management (PRM); 3 years’ experience in project development in the specified business area (IPD) is an advantage; 3 years’ experience in IT service/outsourcing management (OUT) is an advantage. Bachelor’s degree/Higher Diploma in Computer Science, IT or equivalent; At least 11 years’ post‑qualification experience in which at least 3 years’ relevant experience in a similar post and in a comparable capacity.
