Handle and manage new venue connections to iBMS/RDCC and revamp existing systems, ensuring data standardization and preparation for operational insights. Collaboration and Coordination Work with developers, vendors, and stakeholders to define requirements, analyze, design, implement, and test systems. Utilize data analytics, AI, and data warehousing for effective big data solutions. Support and Maintenance Collaborate with relevant parties for the enhancement and ongoing support of current iBMS and RDCC applications and infrastructures. Duties Serve a contract assignment under InfoTech's headcount, full-time second to serve the E&MSD; Lead the design, development, and testing of user‑friendly web-based applications, including data analytics, visualization, and mobile apps, as well as dashboards for the Regional Digitalization Control System (RDCC) and Integrated Building Management Systems (iBMS). Manage connections to iBMS/RDCC and revamp these systems, ensuring data standardization and preparation for high‑quality operations. Coordinate with key stakeholders across EMSD to define and refine user requirements, project scope, and objectives. Plan and control all phases of RDCC/ iBMS projects, including system analysis, design, procurement, programming, implementation, and maintenance. Lead the study and planning to streamline data flow and management protocols, ensuring high data quality. Manage standards and protocols for data collection and preparation to meet current and future analytics needs. Oversee the development of ETL processes, cube development for databases, and dimensional design of table structures. Monitor the performance of subordinates. Ensure timely project deliverables meet quality standards. Perform other IT services or tasks as assigned by the supervisor. Yrs of Total Post-Quali Exp 4.0 Yrs of Relevant Exp 1.0 Requirements Degree in computer subjects or related disciplines; Four or more years’ experience in application development or related fields, with project management or technical consultancy and supervising a team of two (2) members or more; Strong understanding in project management, feasibility or technical studies, system analysis and design, application programming, operation management, system programming and specialized technical support; Strong knowledge on data handling, data architecture, data management, data analytics, Business Intelligence tools, applications and development (particular for RDCC application platform); Strong and practical knowledge as well as solid experience in application system and database design and implementation; Good knowledge of web programming standards (Java, .net SQL, CSS, XML/JSON, JavaScript, etc.); Good knowledge of system architecture and infrastructure design; Good writing, communication and presentation skills in English and Chinese; Strong commitment to project deadline and delivering high quality work; Being creative, having strong analytical capability, self‑initiative, responsible and well‑organized; and Strong interpersonal relationship and emotional management. Technical Skills At least 5 years’ experience in IT Application Development and Management (ADM); At least 5 years’ experience in Data Architecture (DAR); At least 5 years’ experience in Data Management (DMT); At least 2 years’ experience in Project Management and Issue Tracking System (PIT); At least 1 year’s experience in business intelligence/data mining (BDM); 3 years’ experience in Data Modeling (DMO) is an advantage; 3 years’ experience in System Implementation and Maintenance/Support (SIM) is an advantage; 3 years’ experience in Object‑oriented Analysis and Design (OOA) is an advantage; 2 years’ experience in IT Planning (ITP) is an advantage. Non-technical Skills 1 year’s experience in work with the Government (GOV) is an advantage; 1 year’s experience in IT service/outsourcing management (OUT) is an advantage; 1 year’s experience in presentation (PEX) is an advantage; 1 year’s experience in IT strategy and policy advice (SPA) is an advantage; 1 year’s experience in software testing (STM) is an advantage; 1 year’s experience in tender preparation and administration (TPA) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 4 years’ post‑qualification experience in which at least 1 year’s relevant experience in a similar post and in a comparable capacity.
