Technical Manager - IT Business Solutions (Oracle EBS/EPM) About the Role: Our organization is leading a major enterprise transformation to modernize our core financial systems, enhancing operational resilience and supporting future growth. A cornerstone of this initiative is the strategic re-implementation of Oracle E-Business Suite (EBS) to R12.2 and a foundational transformation of our Chart of Accounts (COA). We are seeking a hands‑on Technical Manager to play a pivotal role in this high‑visibility program. You will be the technical authority, ensuring the new EBS environment is robust, secure, and seamlessly integrated. This role demands deep collaboration with finance, procurement, infrastructure, cybersecurity, and architecture teams to deliver a future‑ready ERP platform that drives better decision‑making and business agility. Key Responsibilities: Lead the technical implementation of Oracle EBS R12.2, including the migration of custom components and the enablement of online patching (ADOP). Design, develop, and deploy custom Oracle solutions (Reports, Interfaces, Conversions, Extensions, Workflows) to meet complex business requirements. Spearhead the financial Chart of Accounts (COA) transformation, ensuring data integrity, historical preservation, and cross‑system compatibility. Architect and build secure integrations between EBS and other enterprise systems using REST/SOAP APIs and the SOA Gateway. Collaborate with infrastructure and security teams to ensure deployments adhere to enterprise architecture, cybersecurity frameworks, and data governance standards. Own the Non‑Functional Testing (NFT) stream, coordinating with vendors and internal teams on performance, security, and load testing. Manage and review the deliverables of System Integration (SI) vendors, providing feedback and formal acceptance. Lead testing activities (SIT, UAT), cutover planning, and provide post‑go‑live hypercare and support. Drive ongoing application support, focusing on root‑cause analysis, performance optimization, and continuous improvement. Essential Qualifications & Experience: A minimum of 8‑10 years of hands‑on technical development experience in Oracle EBS, with proven success in an EBS R12.2 implementation. Deep technical expertise in EBS modules, PL/SQL, Oracle Forms, BI Publisher, OAF, and Workflow. Strong functional knowledge of Oracle Financials (GL, AP, AR, FA) and Procurement modules (Sourcing, iSupplier), particularly as they relate to COA design and data migration. Proven experience designing and maintaining enterprise‑grade integrations and APIs. Solid understanding of IT infrastructure, including Unix/Linux, Oracle Database, and virtualized environments (e.g., OLVM), with a focus on performance tuning. Familiarity with enterprise architecture, IT service management (ITIL), and cybersecurity best practices within the Oracle ecosystem (secure coding, RBAC, data encryption). An excellent communicator and collaborator, able to effectively engage with cross‑functional teams and external partners. Proficiency in both written and spoken English and Chinese (Mandarin is an advantage). Preferred Qualifications: Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field. Oracle certifications (e.g., OCP, Oracle Cloud Integration). Experience delivering large‑scale ERP programs within capital‑intensive industries such as transportation, utilities, or public infrastructure.
