Assistant Resident Engineer

We are seeking a diligent and detail-oriented Assistant Resident Engineer to provide site supervision for Urban Renewal Authority Design and Build (D&B) Contract Joint-user Complex (“JUC”) and Public Open Space (“POS”). This role involves close coordination with the Supervising Officer (SO) and Supervising Officer Representative (SOR), focusing on quality control, site inspections, and accurate record-keeping. Job Description The Assistant Resident Engineer will be responsible for monitoring the quality and progress of structural works on-site, ensuring compliance with contract documents and Employer’s Requirements (ER). The role requires meticulous attention to detail, effective communication with the project team, and proactive identification of issues to support seamless project delivery. Standard working hours will be 6 days per week. Key Responsibilities Responsible to the SO/ SOR and carry out such duties as directed by the SO/ SOR. Conduct daily inspections of all temporary and permanent structural works to ensure compliance with approved design drawings, specifications. Maintain accurate and up-to-date organized site records, including daily logs, inspection checklists, material delivery records, test reports, and photographs of structural works. Prepare and submit weekly reports detailing progress of structural works, key activities, material inspections, test results, issues encountered, and resolutions. Identify and report any deviations or non-compliance in structural works to the SO/SOR. Monitor the workmanship of structural elements, including concrete pouring, steel reinforcement (rebar), and formwork, ensuring adherence to contract requirements. Inspect and verify materials delivered to the site (e.g., steel reinforcement, concrete, and structural components) against contract specifications and relevant standards. Check and comment on structural material submissions, including samples, mock-ups, and test certificates, ensuring compliance with the contract requirements. Monitor progress against the approved master programme and report any discrepancies. Inspect and witness the testing and commissioning of structural works. Carry out inspection and defects and outstanding works upon the completion of construction works. Monitor the progress of defect rectification to ensure timely completion and alignment to the handover schedule. Monitor and audit the inspection records of the implementation of the Quality Site Supervision Plan proposed by the D&B contractor. Attend regular & ad-hoc meetings and inspection with the Authority, the government departments & end-user departments, Contractor and relevant parties. Qualifications and Experience Shall be with either a higher certificate or higher diploma in a structural-related discipline, with at least 5 years of relevant experience, or a degree holder with a minimum of 3 years of total relevant experience. Must have at least 2 years of experience in the projects of the Architectural Services Department in the capacity of assistant resident engineer or above. Must have a valid Construction Industry Safety Training Certificate (Green Card) during employment period. Immediate availability is an advantage.
