Reporting into the Board of Directors, and leading a team of 5-7 people, the Chief of Staff will be responsible for translating their strategic vision into operational reality, by leading the team in the efforts to continue to provide quality programmes to their members, having a holistic responsibility across administration, finance, operations, human resources, complex program delivery, and fundraising. Reporting into the Board of Directors, and leading a team of 5-7 people, the Chief of Staff will be responsible for translating their strategic vision into operational reality, by leading the team in the efforts to continue to provide quality programmes to their members, having a holistic responsibility across administration, finance, operations, human resources, complex program delivery, and fundraising. Responsibilities Partner with the volunteer Chairman/Commandant to provide strategic leadership and ensure the efficient day-to-day management of the organization. Oversee the entire operation, including manpower, resources, establishment, membership, and supplies. Formulate, implement, and ensure compliance with organizational strategies, policies, and regulations. Directly manage and mentor the salaried staff. Act as the organization's Controlling Officer, with full accountability for all expenditure, revenue, and budgetary control. Formulate the annual budget and ensure the responsible and efficient use of public and private funds. Develop and execute fundraising strategies to support the organization's financial objectives. Serve as the primary liaison with key external stakeholders, including government departments, public service entities, and mainland liaison offices. Act as the official spokesperson for the organization when engaging with the media, authorities, and other partners. Evaluate and manage requests for support from external parties. Plan, coordinate, and supervise major field operations, community service events, and training programs. Lead the response and coordination for any incidents or accidents involving organization members or assets. Guide unit commanders on training policy and ensure all programs meet future needs and standards. Requirements A proven leader with significant senior management experience, ideally within a large, complex organization (e.g., uniformed services, NGOs, large non‑profits, or public bodies). Exceptional financial acumen and experience as a budget holder or controlling officer. Outstanding stakeholder management and communication skills, with experience liaising at a senior level with government and other official bodies. Strong background in strategic planning, administration, and human resource management. Ability to work seamlessly with a volunteer executive board and senior leadership. A background in youth development, training, or operations is highly advantageous. Excellent communications skills in English and Chinese.
