ESMD provides the Asset Information Management Platform (AIMP) and Common Data Environment (CDE) to support the review and acceptance of BIM deliverables. Additionally, the BIM‑AM Platform, accessible through web and mobile apps, facilitates the management of information for over 800,000 equipment/systems across 8,000 venues in HK using BIM. As part of the role, this post requires reviewing and suggesting enhancements for existing systems, aligning them with the latest trade practices. This includes supervising vendors' improvement of existing tools and systems or implementing new in‑house applications. One key focus is enhancing the exchange of information and documents within EMSD's internal systems, government‑wide information systems, and international open standards. Duties Assist in reviewing the workflow for BIM project deliverable handover and acceptance from a technical perspective. Supervise the enhancement and integration of AIMP and CDE with other EMSD internal information systems and other necessary external systems (e.g. GBDR, CSDI). Support the enhancement and integration of two BIM‑AM Platforms (web, Android, and iOS versions) with other EMSD internal information systems. Design and implement necessary tools and applications to facilitate BIM project handover and subsequent asset management processes. Conduct feasibility studies, gather user requirements, perform system analysis and design, and implement information systems as required. Supervise the Software Development Life Cycle (SDLC) with both internal development teams and external contractors. Participate in hands‑on implementation of various development projects and conduct proof‑of‑concept technical studies. Provide advice and assistance in the contractor management process. Deliver necessary system support and maintenance as required. Experience Yrs of Total Post‑Quali Exp 4.0 Yrs of Relevant Exp 1.0 Requirements Degree or Higher diploma in computer subjects or related disciplines. 4 years or above hands‑on experience in IT application development, of which one year must be in a similar post and a comparable capacity. Extensive IT experience in implementing Common Data Environment (CDE) and/or Document Management Systems. Strong IT background in managing complex systems integration, including RESTful API, AMQP, and flat file transfer. Solid IT experience in BIM viewer and lightweight technology, computer graphics optimisation, and database optimisation. Solid IT experience managing multiple vendors and internal development teams, utilising project management and issue‑tracking tools. Preferred experience handling diverse data types, such as BIM models, CAD, geo‑tagged data, sensor data, office documents, MEP equipment data, and maintenance job records. Familiarity with common BIM Standards, BIM authoring tools, and viewing tools is a significant advantage. Project experience involving the interaction between BIM, Asset Management Systems, ERP Systems, and Facility Management Systems is highly advantageous. Project experience in GBDR, CSDI, and other electronic drawing submission and approval systems is preferred. Solid experience in system analysis and design works. Solid experience in the adoption of various design patterns. Working knowledge of common web application frameworks is preferred (e.g. ExpressJS, Spring, Django, Flask, PHP). Strong self‑learning and research ability; Able to research/develop on new development language/platform/system as project needs. Strong commitment to project deadlines and delivering high‑quality work. Good team player and leader, proactive communication with his / her teammates and subordinates. Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent. At least 4 years' post‑qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity. At least 2 years' experience in work with the Government (GOV). At least 2 years' experience in managing Government projects (MGP). 2 years' experience in IT service/outsourcing management (OUT) is an advantage. 2 years' experience in project management (PRM) is an advantage. 2 years' experience in software testing (STM) is an advantage. 2 years' experience in vendor management (VMG) is an advantage. Technical Skills At least 5 years' experience in Structured Query Language (SQL). At least 5 years' experience in Web Programming (WEB). At least 3 years' experience in Document Management System (DMS). At least 3 years' experience in Enterprise Application Integration (EAI).
