Associate Director / Director, Distributor Monitoring and Transaction Surveillance (DMTS) The Associate Director / Director, DMTS will drive ongoing monitoring of onboarded distributors, perform wallet screening, manage escalations, investigate suspicious on‑chain activity alerts, and develop best‑in‑class AML/CTF practices for stablecoin transactions. Reporting directly to the Chief Commercial Officer, the role resides in the Client Coverage function, supporting service delivery and transaction execution for institutional distributors while collaborating closely with Risk/Compliance and other internal teams to ensure rigorous adherence to Customer Due Diligence (CDD), Anti‑Money Laundering (AML) and Counter‑Terrorist Financing (CTF) policies. Responsibilities Play a key role in rolling out and implementing screening and transaction surveillance measures, alert frameworks, and remedial mechanisms. Stay informed on the latest technological solutions and monitoring/screening approaches available in the market; share relevant insights with leadership. Conduct ongoing monitoring of wallet activities, transactions, and other distributor dealings. Utilise advanced blockchain analytics tools and internal platforms to identify irregularities, red flags, and potential illicit activities based on defined risk parameters. Collaborate with Coverage staff to assist with onboarding/Cdd reviews and provide first‑line confirmation on screening results before transaction execution. Perform name screening as part of CDD review. Execute actions under Risk/Compliance instruction, such as client off‑boarding, account or wallet blocking, etc. Raise RFIs as part of transaction surveillance and client monitoring. Prepare Suspicious Transaction Reports (STR) and escalated to Risk/Compliance. Ensure that all client transactions comply with organizational CDD, AML, and CTF policies and relevant regulatory requirements. Monitor and resolve issues that arise during distributor onboarding and ongoing relationships. Provide inputs and suggestions to the Chief Commercial Officer on opportunities to optimise execution, operation, and screening processes. Ensure strict adherence to standard transaction execution and approval processes. Maintain accurate, up‑to‑date records of distributor interactions, abnormal activities, screening, and transaction reports. Advise on process improvements, enhancements, and simplifications where appropriate. Understand technical aspects of policies and systems relevant to CDD, client risk assessments, name and transaction screening, AML monitoring, and case management. Support alignment of relevant systems and controls with industry best practice; assist Risk/Compliance in closing gaps. Apply risk and data analytics tools to optimise detection scenarios and screening systems. Ensure that screening lists and databases are up‑to‑date in collaboration with Risk/Compliance. Apply organizational policies and processes (AML surveillance, client screening, risk assessment) to manage risk. Collaborate with internal teams to obtain context and insights on flagged activities; further escalation as needed. Create regular management reports on client wallet and transaction surveillance; conduct asset‑level analysis of usage/transaction patterns. Ensure quality assurance for continuous review of transaction monitoring and name screening practices. Assist with Business Continuity Planning (BCP) testing when required. Qualifications Degree holder. Strong experience in financial crime compliance or transaction surveillance within financial services. Minimum 2 years of relevant experience in the digital asset space. Solid knowledge of AML/CTF regulations and sanctions in Hong Kong and preferably across Asia and the Middle East. Proficiency with KYC/name‑screening tools (e.g. World‑Check) and blockchain analytics tools (e.g. Chainalysis). Fluent in English and Mandarin; proficiency in an additional Asian language is a plus. Relevant industry certifications (e.g. ECF on AML, ACAMS) are preferred. Other Competencies and Behavioural Skills Judgement, responsibility, and organization.
