Overview The West Kowloon Cultural District Authority is seeking an exceptional talent to support our mission of establishing the West Kowloon Cultural District as a premier arts and cultural destination. Position: Organisation Development Officer / Officer (depending on experience) Contract: Fixed‑term 2 years with possibility of renewal subject to organisational needs and individual performance. Responsibilities Plan, develop, coordinate and deliver all Organisation Development related projects (training programmes, talent management, new employee orientation, staff engagement, summer internship, competency development, etc.). Liaise with internal and external stakeholders to implement organisation development projects. Support training needs analysis, prioritisation and planning of training programmes. Handle external training applications, including reviewing applications, managing documentation and training records. Provide administrative and logistical support for programmes and events. Conduct research and analysis to compile reports with recommendations on design and development of new initiatives. Manage documentation, records and budgets. Support procurement for external services and programmes. Perform other duties as reasonably directed by the Authority. Requirements Recognised university degree in Human Resources, Psychology, Training and Development, or related disciplines. At least 3–4 years of related Organisation Development, Learning & Development, and HR experience, preferably in a sizable organisation or in the public sector. Excellent organisational, interpersonal and communication skills with the ability to interact effectively with all levels of internal and external stakeholders. Highly organised, detail‑minded, able to work independently and under pressure. Proficient in computer applications and in designing and producing communication materials.
