We are seeking an experienced IT Project Manager responsible for the delivery of various IT projects, including those managed under the Standing Offer Agreement for Quality Professional Services. Responsibilities Lead and manage end-to-end project delivery, ensuring adherence to project timelines, budgets, and quality standards. Coordinate and oversee cross-functional project teams, including developers, designers, and other senior stakeholders, to ensure smooth execution. Stakeholder Management Act as the primary point of contact between the company and the government client. Effectively manage relationships and communications with a diverse range of stakeholders, including government officials, end-users, other contractors, and internal teams. Compliance and Security Ensure the project strictly complies with all relevant Hong Kong government regulations, standards, and ordinances. Adhere to the government’s Baseline IT Security Policy and any specific security requirements of the department. Ensure compliance with the Personal Data (Privacy) Ordinance (PDPO). Meet the government’s web and mobile app accessibility standards. Financial and Schedule Control Rigorously manage the project budget and schedule, tracking variance and implementing corrective actions as needed. Change Management Implement a formal change request process to manage scope changes, ensuring all changes are documented, impact assessed, approved by the government client, and reflected in the contract. Qualifications Bachelor degree in Computer Science, Information Technology, or a related field. 4 to 5 years of experience as an IT Project Manager, specifically in managing government projects related to application development. Less experience may be considered for an Assistant Project Manager role. Required Skills Strong understanding of government procurement processes, compliance requirements, and project delivery within the public sector. Demonstrated track record of successfully delivering complex projects on time and within budget. Excellent leadership, communication, and stakeholder management skills. Experience working with cross-functional teams and managing external vendors. Knowledge of Agile methodologies and experience with project management tools. Possession of a Project Management Professional (PMP) or PRINCE2 certification is highly desirable. Agile certifications such as Certified Scrum Master (CSM) or PMI Agile Certified Practitioner (PMI-ACP) would be an advantage.
