The Hong Kong University of Science and Technology is seeking a high-caliber seasoned professional to play the role of Project Director (Planning and Development), supporting the Director of Campus Development (DCD) in leading the overall off-campus planning and development of the University. Off-campus development represents the next chapter in the University’s long term strategic growth.

Reporting to the DCD, the appointee will be responsible for the followings:

Supporting the DCD in developing and maintaining the best possible sustainable environment for education and research based on the University’s strategic plan. In consultation with the University Senior Management and Council, and reporting to the DCD, leading the off-campus development plan of the University;
Developing strategic off-campus planning framework and identifying potential off-campus land for future expansion;
Taking into consideration the University’s aspirations, priorities and available resources, supporting the DCD in translating the off-campus development plan into physical reality, providing an inspirational, sustainable, accessible and safe place to work, study and live;
Liaising with government bureaux and departments on land and capital matters, including application for amendment of plans through Town Planning Board and funding applications for new capital works through UGC/EDB/ITIB;
Communicating and presenting updates on cost, risk, quality and programme, as well as other issues with both internal and external key stakeholders, and managing the cascade of information to all relevant parties, including Council, Campus Development Committee, Senior Management Meetings, University Administrative Committee, Deans Meetings, Project Boards, and external meetings as required;
Overseeing and resolving complex project delivery issues, either during the design phase by aligning the needs of the stakeholders with the design, budget and schedule of the works, or during the construction phase when managing construction claims that might necessitate the need for legal representation. Project issues are by their nature very broad, and the appointee needs to quickly ascertain the key risks and issues, and communicate the best course of action to the project team through direct reports, as well as presenting to Senior Management regularly; and
Providing senior-level support to the CDO team, promoting a culture of continuous improvement and best practices and working collaboratively with the team to ensure that all off-campus development initiatives align with the University’s strategic goals and objectives.


Applicants should possess a degree in construction-related fields with a minimum of 15 years of post-qualification experience in Architecture /Engineering/ Construction and Project Management. They should be a member of a recognized professional organization, such as the Hong Kong Institute of Architects, Hong Kong Institution of Engineers, and Hong Kong Institute of Surveyors. Excellent leadership and communication skills, strong business acumen and management capability, stakeholder management and engagement skills, and a good command of both written and spoken English are required. Knowledge of Chinese is preferred. The ideal candidate should be open to innovative ideas. Experience in liaising with relevant government agencies and statutory bodies as well as a proven track record of delivering sustainable design in capital projects utilizing creative solutions are desirable. (Duration: 2 years)

Starting salary will be commensurate with qualifications and experience. Fringe benefits including annual leave, medical and dental benefits will be provided. A gratuity will be payable upon successful completion of contract.
