Job Description - Chief Procurement & Contracts Manager - HK Transport Services (Ref: 240001 FD)Background MTR Corporation's Procurement and Supply Chain (P&SC) function oversees circa HKD 20 billion annual expenditure with over 3,000 suppliers across a diverse range of spend categories supporting HKTS (rail operations), HK Properties (commercial malls and residential estates) and corporate function stakeholders. Job Summary We are seeking an experienced professional to join P&SC's senior leadership team as Procurement Head for HK Transport Services BU (rail business). Reporting to the General Manager – Procurement & Supply Chain, the successful candidate will be responsible for leading P&SC's engagement with HKTS and procurement planning/delivery across relevant categories and projects. The position will ensure effective business partnering, value delivery, achieving key performance indicator (KPI) targets, and leading P&SC category teams through the function's transformation journey. This role requires particular emphasis on thought-leadership, category expertise, leading practice, team development and change management. Responsibilities Business Engagement & Demand Planning: Lead P&SC's business partnering engagement with HKTS stakeholders (including Department Heads and Senior Executives) to identify and consolidate procurement opportunities and demand pipeline. Develop in-depth knowledge and understanding of BU objectives and priorities, needs and requirements, risks and challenges. Mobilize P&SC category delivery teams to engage HKTS, achieve business objectives and value-for-money outcomes. Delivery Leadership: Oversee, orchestrate and lead P&SC teams' end-to-end planning/delivery of procurement and supply chain services to HKTS across a range of business/operation-critical spend categories. Develop and provide in-depth supply market knowledge and expertise, formulate and implement category and market engagement strategies, leverage procurement leading practices to drive in-category operational excellence and cross-BU synergies. Value and Performance Delivery: Demonstrate value-for-money achieved through Procurement Benefits (cost savings and cost avoidance), and meeting or exceeding operational and transformational key performance indicators (KPIs) targets. Source-to-Contract (S2 C): Lead P&SC category teams to develop agile, fit-for-purpose sourcing and contracting strategies, maximizing competitive cost/value delivered whilst addressing WTO/Government Procurement compliance requirements. Lead effective, efficient and collaborative delivery to business stakeholders from initial market engagement to final contract award. Procure-to-Pay (P2 P): Lead the team to efficiently plan and execute post-award order management, supply operations, commercial/contract management. Supply Chain Risk Management: Lead supply chain risk reviews including identification/ assessment of risk events and causes, and develop/implement fit-for-purpose mitigation strategies. Supplier Relationship Management: Formulate and implement supplier development strategies and plans in collaboration with business stakeholders. ESG/Sustainability: Lead review and incorporation of ESG goals and targets in category and sourcing plans. Transformation and Change Management: Strive for excellence in maximizing business value outcomes through innovations and adoption of procurement leading practices. Requirements University Degree holder in Business, Procurement and Supply Chain, or other relevant field of study. Masters' degree strongly preferred. Minimum 15 years' experience in procurement & supply chain roles, of which at least 6 years managing large size teams and with emphasis on business partnering. Prior work experience in rail, transportation, infrastructure, industrial or other relevant sectors. Demonstrate knowledge in relevant categories (e.g. OEMs, spares supply, E&M maintenance services, construction & civils projects, etc). Strong business acumen, strategic thinking and negotiation skills with excellent analytical, leadership and stakeholder management skills. Excellent communication, presentation and interpersonal skills for effective engagement with stakeholders and internal customers. Excellent team leadership and change management skills with the ability to inspire and influence stakeholders at different levels of seniority. Fluency in English required, proficiency in Cantonese/Putonghua a distinct advantage.
